Portuguese authorities released a manual of procedures concerning about the System for the Collection of Dead Animals on Farms (SIRCA - Sistema de Recolha de Cadáveres de Animais Mortos na Exploração) applicable to bovine, ovine and caprine species officially identified and it aims to ensure the adequate referral of the animals that die on the farm, in order to ensure the safeguarding of the public health, the animal health, and the environment.

This system is particularly important in promoting the implementation of the Epidemio-Surveillance for Transmissible Spongiform Encephalopathies (TSEs).
This  process is coordinated by the General Directorate of Food and Veterinary (DGAV - Direção Geral de Alimentação e Veterinária).
